Who?

The question should be what. The answer could be something like:
Ice top is something that came out when bunch of people with different
views and odd ideas came together to tear apart something that used to
be ford mondeo stw from year 2002. Mondeo was chosen because it was known
to be a hot tuning subject with eskimos on polar circle and penguins love it too...

Well, actually it was just that Pekka had already begun to tune his every day ride
and after couple beers there was no turning back (it actually took LOTS of beer, but
that's another story.), the mondeo had to be taken to a
level beyong anything seen in Finland.

Where?

Finland of course, but more specifically in Tampere (Pekka actually lives in Pirkkala,
but he keep's arguin that the border goes from otherside of his house.).
